Overview
Labour unions in Uganda are required to submit annual returns to the Ministry of Gender, Labour
and Social Development as mandated by the Labour Unions Act. These returns must include
comprehensive statistical data about the union's membership, financial position, activities, and
governance structure. The annual returns should contain detailed membership statistics showing
the number of active members, new registrations, departures, and demographic breakdown by
gender, age groups, and employment sectors. Financial returns must include audited statements of
income and expenditure, membership subscription collections, investment activities, and details
of any grants or donations received during the reporting period.
The submission process requires unions to provide information about their organizational
activities including collective bargaining agreements negotiated, industrial disputes handled,
training programs conducted, and welfare services provided to members. Returns must also include
details of union leadership changes, constitutional amendments, branch formations or closures,
and any significant policy decisions made during the year. All returns must be submitted within
four months after the end of the union's financial year, accompanied by supporting documentation
such as audited accounts, membership registers, and minutes of annual general meetings. Failure
to submit timely and accurate returns may result in penalties, suspension of union activities,
or cancellation of registration.
